Why isn't Chuck James Up?

I have long wondered why Chuck James dominates hitters at AAA while Jorge Sosa stinks it up in the Braves rotation along with John Thomson in most starts except for yesterday. I figured it was the same reason that Scott Thorman and Brayan Pena aren't on the major league roster in place of Jordan and Pratt. That reason is, well, you'll have to ask Bobby Cox and John Schuerholz that one. Fellow Braves blog Rowland's Office has a slightly different explanation.

"Meanwhile, Wilson sits, and Chuck James remains in Richmond (because he was optioned to the minors on June 7, James can't be recalled until the 17th, unless another pitcher is disabled). And the season is, quite possibly, days from being over."

I have never heard of this rule but at least it offers another explanation to the stupidity. Also, Chris Rietsma was disabled recently so the Braves apparently had a chance to bring Chuck James up and passed on it. All I know is that Chuck James should be in the starting rotation right now.
